A person who meets all of the following criteria is considered as a person performing National Service:

He/she is serving in the National Service as unpaid volunteer (and not compensated).
- He/se received a postponement or exemption of mandatory service under the Security Service Law of 1959

He/she has been referred to the National Service by an organization approved by the Minister of Social Affairs and Social Services.

He/she has committed for a service of at least 12 months, and is neither employed nor self-employed during this period.
